I am buildinga  16" gun.  I am putting a FF tube on it that will go past the gas block.  Should I use a tube that has a cutout for the front sight as it goes past the gas block, or cover the gas block and have the flip sight on the rail on the tube out as far forward as I can get it?

the only correct answer is the one you want  as its your carbine.  Do you want a folding sight or not?

Are you using irons as your primary sight or optics?  For some optics, fixed BUIS might pose a distraction to your sight picture.  I prefer folding rear BUIS when using a RDS as my primary optic and folding BUIS front and rear when using a magnified optic.  On a rifle using just irons, I prefer fixed sights.  Ultimately, this will boil down to your own personal preference and there are plenty of options to choose from.

I am building a fighting rifle with a 16" barrel.

I will be using an Aimpoint.

My personal preference with a fighting/ SHTF builds have standard fixed front sights because they're the strongest design front sight.

With my Aimpoint I'm using a LaRue LT-129 cantilever QD mount which have a lower 1/3 co-witness, I use Troy rear folding BUIS because I sometimes use my magnifier on LaRue LT-649-30 pivot QD mount.

If you're not going to use a magnifier or a magnified optic later on, you could if you wish just get a LaRue fixed rear BUIS or other brands of your choice, if you get bothered by the fixed BUIS with your field of view another option are the folding BUIS.
