Is this a regular 4x24 Colt carry handle scope with a Front cover, or is it something else?

looks like some old tube scope (like the Zeiss ones) with a flip up lens cap taped onto it.
something along the lines of this???
I know this isn't the scope in the pic (looks too fat) but it would be something similar to it...
