I've always used irons or 1x red dot sights.  Thinking about buying a 3-9x scope, like one of the lower priced Leupold's.  Most of my shooting is target at 100yds.  Will such a scope be able to focus closer, for instance 50 yards?

Yes, it'll work fine at 50 yards.  Much closer, and you'd want an adjustable objective (AO) scope, as they let you focus in even closer, but they add a fair bit to the cost.  There may be a bit of parallax error, but unless you're shooting sub-MOA all the time, you'll never notice.

I shoot lower-end Leupolds at 50 yards all the time.  They work great.  Most good brand name scopes in the same price range (Burris, Nikon, etc) will be similar.

Yes a scope with a lower power like 3x will be usable at 50yds and most likely closer.

Generally speaking, a scope with its focus fixed at 100 yards should be able to keep the parallax error fairly controlled between 50 yards to 150 yards. It's dependent upon a lot of factors, but for a general statement, this is pretty accurate.

Beyond 150 yards, again for a fixed focus scope, parallax error does increase. The increase in error is manageable with the help of a "come up" chart that many people create based on conditions and ammunition. Just as an example, a scope with its focus fixed at 100 yards may only add about an inch of error at 600 yards. That's not too bad and very manageable.

However, this same scope used at a target only 25 yards away, may have an error of more than 3 inches. This is the reason why the adjustable objective was created, to correct for the error at very short distances.
