I bought a Saber Defense 1/7 Midlength from a vendor on the boards and had it mounted by  a smith in my area. I never did anything with it but was looking at it today and noted that the site looks canted to the right. Is this a problem with the position of the base on the barrel or is this an issue with installation of the barrel to the upper?

Could be one or both. Only way to know is to loosen the barrel up and try to re-install/index it.

If not, I would take it to the range before you do anything to it.

I guess you didn't go to Talon for your upper then? You see, many vendors will take a Sabre barrel and put it on a CMT reciever and call it a "Sabre barreled upper reciever".
Thats why I would only go with Talon, or what I really do is buy the barrel and upper and assemble myself.
Send it back and ask for a new one!
Do not shoot it.
Its probably the barrel pin or the pin recess in the upper is comprimised. I would ask for a replacement.

Have you tried contacting the local guy who did the work for you? Tell him you have reason to believe your barrel is not properly indexed and ask to have it looked at.

I can't remember off the top of my head which vendor it was but this is the reason Sabre started putting their name on their upper receivers.

I will take the upper back to him shortly so he can look at it.....but the barrel and upper have m-4 feed ramps and they line up... ??

Could very well be a canted FSB then. I've corrected these in the past with a quick tap on the FSB using a rubber mallet.
