I'm a newb at sighting in iron sights

I put on a new upper yesterday and she's consistently shooting low and to the right. To bring the group up do I lower the front sight post or raise it? I would think I should raise it, but I seem to remember someone saying it's the opposite?

Follow the instructions on the FSB. The arrow with the “UP” inscription means your moving the bullet impact point “UP”.

ETA: Find and download the Army 25m zero target. It will explain based on your group, which direction and approximately how much each sight should be moved.
