I see Hahn and Arms scout rails with built in BUIS.
Which one is better?

Go with ARMS. The Hahn (IIRC) uses nylon screws set into the center of the riser that tighten down to pull the riser upward against the receivers' rail, which IMHO would be one of the worst ways of attaching anything.
