I don't have to turn my Aimpoint up that high and I get a ring of red around the tube.

The red dot seems to be reflecting off of all sides making a big red circle around the red dot.

Is this normal for Aimpoints?

Normal anytime one turns the red-dot up "too-high" in low lighted conditions. Step outside into the daylite and the "ring" will go away.

I've seen the same effect on my M2, but only when I turn the dot too bright for the surrounding lighting conditions. If the red dot looks like a sharp dot  (i.e. proper intensity for the surroundings) instead of a star, then this effect is not visible on my Aimpoint.

Same thing happens with my M3...it's perfectly normal.  As others have stated, this happens when the brightness setting is too high for the lighting conditions.
