I'm seeking recommendations for a scope to mount on a 24" bbl A3 style upper AR15. I'd like to do some varminting, but mostly plinking and range work. What are some options for a tier 2 scope. I'm not ruling out going with a Leupold (was looking at the MR/T M1) but would prefer to spend less. Suggestions?

Super Sniper from SWFA if your looking at a fixed power scope.

If you don't want to spend the money on an MR/T, but would still like Leupold quality, how about a variable VXII or VXIII for considerably less?

Granted, they lack some of the features that make the MR/T great, but they are still excellent optics in their own right.

On the lower end, I've been running a Leupold 3-9x40 Vari-X II for fourteen years and couldn't be happier.

Your gun and your intended uses both sound like you'll be shooting off a rest or bipod. I'd say the Bushnell mentioned above is a good choice. Nikon monarch with 6.5-20x mag would also be good (if pricey). The ArmaLite scope mount or B-Square scope mount also lets you move the scope about 1/2 inch further forward, which is useful if you will be shooting from a bench. The good thing about the 20x (or higher) magnification is that it allows you to easily see a 22 cal bullet hole in the target, thus saving you from needing to lug a spotting scope to the range.
