[ARCHIVED THREAD] - Promag Pic Rail not fitting????

I bought a Promag Rail from Midway USA to mount on my new M4 Handguards. It states that it is for shorter carbine length handguards. Is it normal for the holes on M4 guards to be different than normal short carbine handguards?
