Can any one tell me what the horizion line on the small aperature is for on the #40.

Yep. They came came out with that for places like Afgahnistan, where the red dots were not able to return accurate fire rapidly at 5-600 meters from bad guys, since the red dod optic was zero'd for CQB. At that time ,all our guys could do was use guestimation ,which is aiming somewhere over the bad guys heads/position. The notch allowed a better than guessing elevation for those distances when using an Aimpoint.  It is not an accurate set up like a reg, elevated aperture, but it works for it's intended purpose.
