A Hakko Panorama on a A2 Bushmaster Shorty, I want it to be forward of the handle as based on feedback I think it will be to high on the handle. But I am unsure which mount will fit to the handle and accomodate the Hakko.

If it uses a Weaver style clamp, you should look into BC CAM goose neck mount, it is height adjustable and you can adjust the sight to sit right for co-witnessing.
I think SWFA sells BC CAM. if not I can probably locate one for you.
