I have a moderate number of pre ban mags, wrappers dated, many still in wrap.  Now that I have a M16, I have switched to teflon mags with magpuls for faster and smoother feeding ( I had a few feed failures on some of these pre-Clinton mags).  

So my questions-
1.  do these pre ban mags have any value in Klinton states that can't buy new mags for $12, or are they worth even less because "new" mags are so cheap now
2.  if so, what would I ask per mag on the EE?

Yes they have value.  In NewYork, mags still command a $20 to $25 price.  Best deal I have seen is $15/each if you buy 5 or more.  That from a shop near Albany.  Sometimes a it cheaper at shows.
