Yes, I believe magazine importation is still covered by Bush1's 89 importation ban. I read about it once, basically you can't do it, it can be done but YOU can't do it.

Import the parts. Bodies and the other shit separate. Parts should be OK!

I don't know the law, but if glock, sig, and HK export mags to the US for their guns, I'm not seeing why you can't get a Saiga mag.
