I ran across about 20 military issue 30 round magazines today at a local dealer, thr magazines are not stamped LEO/MILITARY only but do have a production date of 99 stmped onto them. Are these magazines prohibited magazines under the AWB. Im pretty sure they are but I wanted to check.

Yes.  Center Industries does not mark their magazines with the restrictive language.  They only stamp the production date and their cage code on the side.

They are prohibited by the AWB for civilian possession.  Do not buy any unless you are in LE.

From the Magazine FAQ:

*WARNING* Center Industries is not marking its post-ban magazines with the required "FOR LEO/MILITARY/ GOV'T/EXPORT USE ONLY" verbiage. All Center mags since the late 1980s have the date (in 12/99 format) and Center's CAGE code (6P199) stamped on the side of the mag body. It seems that some individuals have ground the date stamp off of some post-ban magazines and refinished the area. These magazines are being sold at gun shows to unsuspecting folks as pre-ban mags. Possession of these post-ban magazines by non-approved folks can result in a felony charge

How can they be illegal if they do not say "LE/Military/Export" only??

I know they have  date stamp but does that ALONE determine pre/post??

Yes, the date alone makes civilian ownership illegal according to the 1994 AWB.

The language of the AWB prohibits civilian ownership of high capacity magazines - period.  However, if you are in possession of magazines produced prior to the ban, you are exempt.

Center Industry's Cage Code is 6P199.

On every mag from Center you will have the cage code and date, ie:

6P199
12/99
