HasFederal switched to 30 round boxes with stripper clips instead of 20 round boxes in the American Eagle line?

They have many, many forms of packaging for the same cartridge.

You can still get the 20 round boxes without stripper clips. The 30 round stripper clips are just enough to fill a magazine, that's why they package them in 30's. And if you load your mags with the stripper clips, all the better for you.
