I recently built an AR in 5.56 and took it out for the initial shoot.  I was using military issue frangible rounds due to range restrictions.  At 25m I couldn't get a consistent group.  I had a 4x acog combat optic and one of my fellow instructors, a swat sniper, also took some shots, so I know it wasn't just my shooting.  My barrel is a 16in 1-9 twist and I believe the rounds are 45 or 50 grain.  I am planning on trying again with a 62 grain round, but I wanted to get some other opinions.  Could the bullet weight be affecting it or do you think I got a bad barrel?

Until you have tried some "normal" ammo, I wouldn't worry about it to much.

Some of that Fran. ammo is hard on barrels, and really long for its weight. ( may not have stabilized )

If you can find it try this... http://www.midwayusa.com/product/953830473/federal-american-eagle-ammunition-223-remington-50-grain-tipped-varmint

That stuff shoots routinely right around 1 MOA and under, out of a bunch of rifles that I have seen fire it.

I've bought it for as cheap as $6.99 / 20 and last month for $9.99 / 20

Yeah, I did notice some of the hits showed signs of tumbling.
