On my evening walk tonite, I found a piece of 1954 LC brass, it looks like it is a .38 special. but I do not have any .38 specials to compare it with, and not sure LC manufacture any .38 special.  I have it in between a 5.56 and 9mm round.  

Does anyone know the caliber

LC 54 may be Chinese manufactured.  

Is it berdan or boxer primed?

It is a boxed primer, I don't have my dial indicator handy.  Tomarow I can take measurements

its 30 carbine but LC did make .38 also.

Correct, but the Chinese manufactured some "fake" 30 carbine with the LC head stamp.  Also, I had some Yugo manufactured 9x19mm ammo head stamped "LC   9x19".  

Since what you have is boxer primed, it is safe to say it is true Lake City.
