How come I never seem to see any surplus 5.56 stuff anymore.  I swear back several years ago when I first bought my AR there was quite a bit of surplus stuff.  Maybe my memory stinks though.  

I do remember being able to buy old 30-06 rounds and stuff, and now that I think about it. I don't even see any of that any more.

Surplus dries up eventually.  Stuff from the Korean War and before will be in very limited supply and a lot of that is just gone.  Already been bought and shot.  

Supply of more modern stuff (like 5.56x45 NATO) will fluctuate some.  Right now, there's a war on, so many countries just don't have any surplus because all of their ammo is going to Iraq or Afghanistan, or to training.

Look at some of the other surplus (like the .308 that's out there) and you'll find that it's getting more expensive (remember the days of 1000 rounds of surplus .308 for 15 cents a round?  yeah, I miss them, too), because there is a limited supply and once it's gone, it's gone.  Surplus guns (Mausers, Mosins, etc) used to be all over the place, too, as well as surplus parts kits (FAL kits for $150 or less with everything but the upper).  There is a finite supply of anything "surplus". and when it dries up, it's gone.  Fortunately, the commercial market picks up the slack eventually, though never at the surplus prices.

Bill Clinton signed a law where it's illegal to sell US surplus(mil-spec) ammo to cilvilians. That doesn't apply to foreign ammo.

It could be the reason why Federal always sells their "floor sweepings" and designated the civilian ammo as XM––-.

I believe it was an executive order, not a law.  A law implies that the elected representatives of the people debated and passed the idea into law, which never happened.  Instead, per the executive order, we take loaded ammunition, reduce it to components and sell that to civilians.
