I have two batches of q3131 both say 5.56 one has a 94 headstamp with WCC and no nato cross, the other has 04 headstamp and nata cross, are these both the same performance wise. Thanks

Yes it should be. I wouldn't pay too much attention to the OTAN cross. I've had Federal value pack 50gr hollowpoints with a cross on it.
