U.S. M118LR (LONG RANGE) will have an individual lot number which enables the manufacturer to track the ammunition should a problem arise when the ammunition is fired by the end-user. M118LR is mil-spec ammunition. It can be used as training, match, or tactical ammunition as needed.
XM118LR is packaged in the same 20rd. boxes as M118LR, but will be stamped with a generic "XM118LR PD" instead of an individual lot number. It can not be tracked past the headstamp date on the casing itself. 400rd. cases of XM118LR are marked "FOR TRAINING USE ONLY". XM118LR is not mil-spec ammunition and is of unknown quality other than it is not mil-spec. That said, all XM118LR PD ammunition I have used or seen is very good practice ammo. I can not say the same about XM855 PD ammo.
USGI M118LR has been selling for $30-$40 per 20rd. box with XM118LR selling for about half that.
