Found some of winchester .308 with the label Q3130. Im familiar with Q3131. The Q designates it was made in Isreali... right? So is it safe to assume that this 308 was also made in Israeli for Winchester brand?

No. The Q is just Winchester's part number. All Win 308 is made in East Alton, IL.
(Q3130 is a steel jacketed bullet, BTW) No IMI ammo of any kind to Winchester in several years.

That is just winchesters designation for 7.62mm military ammo being sold to the public. In my experience it has a wcc nato headstamp, and shoots pretty well. If you find some at a decent price, buy it all.

I have had very good luck with Q3130 out of my two M14s.  I bought a bunch from Midway 12/06 for $500 per K.  That was almost at the height of the .308 priceing.  Whats it going for now?

I think your thinking of 5.56 Q3131A where the A denotes it was made in Israel.
