Could it be that it is on stripper clips, and not the normal 20 round package?

I think on some of the Winchester .223 the A denoted that is was made for them by the Israelis

My WAG is that Federal had a customer who spec'd an order for M193 on stripper clips and the "A" designated this distinction.
What you have "XM193A" is most likely part of a rejected lot from this order that was safe to shoot but not up to either Federal's or thier customer's spec for the order.
