A buddy of mine gave me some 30-06 ammo today and I can't identify the headstamp. It's RA 54, looks to be military production. Thanks, for the help.

Yeah, it's about 99.99% certain it's Remington. RA headstamps on U.S. military ammo will be set up with the characters at 90º intervals.
