OK a LEO friend of mine picked us up some 62gr barrier rounds, I was curious what is the bullet made out of?  For lack of a better descripition it looks kinda like a Silver Tip?  I guess my question is what is in the center?  Also how come being a barrier round and asked for by DOE why is it only a .223 round and not 5.56 pressure?

High velocity causes bullets to break up on impact which is bad for barrier penetration.

I don't quite understand this. If high velocity causes bullets to break up, how does XM855 penetrate steel? Just trying to figure it out. Thanks.

M855 is a POOR barrier round.  It breaks up when passing through hard barriers at close range reducing penetration in tissue after the barrier.  This is not some secret it is widely known.  More velocity is always better for penetrating steel.  This is why M193 is better than M855 for penetrating steel at close range.  Only penetrating steel is not the purpose of a barier round.  Barrier rounds are supposed to retain weight, stay on course, expand and penetrate deeply after the barrier.
