I've read about some lots of 1999 Q3131 having problems. What should I expect of my case if it isn't one of the listed lots? Also, supposing my case does have problems, how would it affect my rifle?

From the Ammunition FAQ at the Maryland AR15 Shooters Site:

1999 Q3131 . . . These potentially 'bad' lots have been identified as: PD50, PD90, PF40, PC22, PG62, PF52, PF11, PL31, & PN02.
