I just received a batch of XM855PD put about 300 rounds downrange last weekend.  I had 3 squibs in 10 or so magazines.  Is this a typical failure rate for PD?

It can be hit or miss.  I've been through sever thousand and haven't had any problems except for a few rounds that I didn't fire because they were dented pretty badly.  Check the tack at the top of the ammo page for more info.

Sounds a little worse than par from my experiences, though I've had squibs they all made it of the barrel. I always check before I continue firing.

The last case of  XM855PD I had  was pretty good. No squibs, or duds. Around 20 or so with splits or wrinkles in the neck area. All of the rounds fired seemed to be full power.  I also tried out a case of XM193PD, and it was an entirely different story. Lots of the rounds seemed underpowered, judging by recoil, and report. 2 rounds so far had NO powder at all. The bullets stopped in the throat of the barrel. A few whacks with a cleaning rod knocked out the lodged bullets. If I were to buy more PD ammo, the XM855 would be my choice. For range ammo, its great. But, I wouldn't stock up on it for serious work.
