I saw a two page ad in some mag a while and i went to there site and they had both 9mm and 223 specialty ammo.  such as copper jacket plastic tip for close range.  they said they wouldn't even go through a plane's hull.  I wanted to buy some for home/security.  Does anyone know who i'm talking about?  It might have been in SOF or SWAT magazine.

What you are describing sounds like Glaser Saftey Ammo. Sportsman Guide has it in both 9mm and .223

Yeah, the problem is it also won't do much to stop a person.  Avoid these gimmick rounds, because if that .1% chance occurs and you DO need to shoot someone, chances are that it will be vital that you disable them immediately.  Gimmick rounds won't do that.  Even if they somehow manage to cause a wound that is eventually fatal, that will mean little if the guy is still able to put a bullet in you or a family member.

Troy is 110% correct. These aren't even worth considering. They are horrible under-penetrators. The better self defense loads you see recommended here such as the Hornady/Black Hills 75 gr BTHP penetrate deep enough to ensure the bullet reaches the vitals. But it doesn't really pose an overpenetration concern because it fragments do dramatically. Any fragment able to make it through a body isn't gonna have enough steam left to do much anyway.
