I am sure this has been discussed before, I searched a little bit and didn't find the info I was looking for. Bear with me.

Is there a reasonably priced factory 22lr rifle made on a standard centerfire lower? I know I can buy a dedicated upper, but it would be nice if I could find a decent rifle that has the option of a quick upper swap. Was considering it as a gift for a younger shooter. They may want a CF rifle at some point but will be a starving college student in a few years and it would be nice if they could just plop a upper on it and be done.

Why not buy or build any standard lower of your choosing and get a .22 dedicated upper?

Because it would be much easier to find one, order it, and gift it. I am not doing it for myself or I probably would. I already have 2 builds to finish if I can stop buying other stuff to play with.

The closest you'll come is a complete lower w/ installed parts kit, and a complete .22" LR upper w/ magazine.

Not gunna be cheap.  I went out and bought a M&P 15-22 on the cheap and use that for a cheap and fun shooter.  Wont take a standard upper though

If you are not adverse to a polymer lower ATI sells a complete rifle.  I have seen these at gun shows for under $400. http://www.americantactical.us/5135/detail.html

There are numerous threads on the Chiappa and ATI dedicated 22 rimfire uppers and rifles.  These rimfire products are manufactured in Italy and they are cheap because the quality of materials and manufacture.   One of the problems with the ATI/Chiappa is the sole source for replacement parts and warranty.  At least with CMMG or TACCOM you have several sources for parts and barrels.  I personally like the Atchisson pattern rimfire bolt used in many rimfire AR-15's but there are a few satisfied Chiappa customers.
