So I am going to start building my upper here shortly and I was thinking of going with a 7' rail for my 5' barrel. Anyway never built an upper and would like to know what parts do I need to complete this already have the barrel and vltor upper. Any suggestions on a rail would be welcomed as well thanks.

It depends whether you are going to use a suppressor or not.  If not, there are a ton of options, and I'm assuming since you posted here, you are building a pistol caliber rifle that will normally be a blowback action.  Since there is no gas block and tube with blowback action, your choices are really wide open.  If you will use a silencer, and you intend to have part of it inside the rail (with a 5" barrel and a 7" rail you WILL have this situation) then you need to pick a rail that has an inside diameter larger than the outside diameter of the suppressor.  Be careful, also that when you add accessories to the rail, it may decrease the inside diameter of the rail.  I am using a Samson Evolution 7" free float rail.  It will accommodate my Ti-RANT 9 when I get it (Still in NFA jail).  I'm using a 5.5" flash hider (seems more like a flash enhancer), with my 4.5" Adco barrel, to clear the end of the rail, shooting unsuppressed.  The Samson Evo rail is really nice, easy to install on a standard Mil-spec barrel nut, and the accessories (Picatinny rail sections) don't appear to diminish the I.D. much at all.  It should allow good fitment with my Ti_RANT 9 (I hope!) when the suppressor gets out of jail sometime next year.  I like it because the outside diameter isn't so big, I can get a good grip on it with my support hand.

I like the Samson a lot, but there are a ton of choices out there.  Have fun picking one.

crap.... I just bought a larue 7.0 and didn't measure for the octane 9 hd.....does anyone know if it will fit?

I don't know which Larue rail you have.  If it's the LT rail, then the inside diameter is around 1.2 inches, so the Octane 9 which has an outside diameter of 1.375 inches, won't fit inside the hand guard  Sorry, man.
