Just wanted to see what a good option would be to make a .22 upper as quiet as possible for the shooter short of a suppressor.  I have heard that some brakes may have negative affect on the .22lr round, so whats a good option?

I like A-2 flashider,  my next choice would be 4 prong Vortex then Phantom.  I always use amplified muffs on the range but at distance I can't tell any difference in 22 rimfire whether plain barrel or A-2.

One that has a larger opening. Those that close right around the traveling round are better used with .223 / 5.56 mm.
Some tend to open up groups with the much slower 22 LR.

Shoot subsonic ammo.  The report from a rifle will be greatly diminished.

A Kies or Levang will direct the blast forward, away from the shooter and guys on the sides.

What do you think about a Troy Claymore?

+1 I have been using a Levang on mine & have had no POI changes and the vents facing downrange allows the noise to be directed away from the shooter.

If you want quiet, though,  get your paperwork started and pick up a good .22 can. You wouldn't be sorry. With subsonic ammo, it's as quiet as you can get.

Clamore is about the same as the Kies.
It will work fine.
