A picture would help tremendously.  IT's kind of hard to decipher exactly what you have going on with your rifle.

More than likely you'll need a different endplate to use as a sling attachement, but we could be of much more help with a good photo of what you have going on with your rifle.

Its under the castle nut , its egg shaped piece of flat metal that the buffer tube goes through the fat end and the thin end is a hole , Every pic of a standard st-22 has this plate under the stock tube nut , I cant think how to explain any better than look at one or a pic and tell me what it is under the nut , i can email a pic but cant see how to upload on here thanks gerry

Under the nut should be a base plate.  It almost sounds as if yours doesn't have one.  (Which could very well be the case.)

I'll send you my email.

Here's the pictures:

What you have there is a standard base plate.  You can't rotate it, due to the alignment notch for the buffer tube.

You will need a new baseplate for a sling, depending on what kind of mount you want to use.

The options include, but are DEFINATELY not limited to:

Magpul ASAP

Quick release variety

Side loop type.

You need to decide what kind of sling you want to use, and get the base plate adaptor that works for you.
