I am looking at building a 9MM.  

Question,   Would I be better off using a mag adapter in standard receiver, or buying a 9MM receiver ?   They seem to be about the same price.  

Brownells has the 9mm lower here. Maybe other sources also, just started looking.

Most likely I will have an RRA upper,

I have had good luck with the ProMag adapter it is by far the lowest costing one. And having issues with their mag in the past I did have my doubts but so far it has worked very well.

Magazine / mag blocks are the source for most of the problems and trouble shooting in 9mm.  I personally would / have stuck with what I know works.  This is using a Hahn or RRA (Spikes too) mag block with metalform magazines.  That being said, the new 9mm specific lowers (CMMG, DDLES, RRA...) have gotten good reviews, and appear to be good gear.

I have both....a RRA magwell adapter and a CMMG dedicated lower. Both work. My first choice would be the CMMG dedicated lower. I would use the CMMG upper with it, or build your own but use the CMMG 9mm bolt. It works best with the CMMG lower and it is ramped from the factory saving you come money. My CMMG bolt works perfectly. I can tell no difference in performance between it and the RRA. But, with the factory ramping I can use whatever hammer I want in the lower.
