Would a regular upper receiver work ok? Does the 9mm plastic deflector keep brass from being ejected straight back?

Yes, a regular upper will work fine.  The plastic gadget is more of a gas deflector than a brass deflector in 9mm.  I shoot mine without a problem.  However, I am not a lefty and if that is you in your profile pic then you might notice a difference ... maybe another lefty can chime in.

I'm a lefty and have had no issues running a standard M4 upper receiver.

I added a gas deflector and 9mm port door, and got a Delrin plug (From Adco) for the forward assist hole for mine.

It ran fine however with the standard upper prior to adding the deflector.

Links to pics of my 9 mm upper on page 49 of the "9 mm AR porn" thread.  I'm not lefty by others who shoot it are.  True ambi cocking.  No problems with gas in the face from any source.

Best of luck whatever you decide.

Not legal advice, MHO, YMMV, etc.

Tell me more about the charging handle.

I tested it out today and had no problems. I had to rob the BCG and charging handle out my RRA. I been looking in the EE for a used BCG, but I havent found one.

The upper receiver is a NoDakSpud retro NDS-32 that mimics the very first AR-15 rifles which had the "trigger cocking/charging handle" inside the carry handle as did the early Armalite AR-10 rifles.  It has no forward assist or "Brunton bump", so it has a very "slick" look.

The NDS webite, scroll down a bit: http://www.nodakspud.com/AR%20Lowers.htm
