Is anyone currently selling something like this? Can it be parted together? I assume the only real issue is have a barrel to work with the extractor on the other side?

I have built two.
Stag uppers,
Get a CMMG kit, you a LH collar, and cut a LH (about 5 minutes with a file).

If CMMG isn't making LH collre, a time with a lathe will convert kit to collar.

Correct. CMMG makes left handed conversion kits(chamberr adapters) but not collars for the dedicated builds.

Redtazdog from here at this site can possibly be of help making a collar
from a left hand chamber adapter. Not sure that he can do it with a ball
and detent for a CMMG Barrel but he may be able to do a barrel too...
