I have noticed that when I try to extract a live round out my Ciener, the round doesn't extract, it just stays in the chamber.  I can remove the round with a pick or a pocket knife, the round isnt stuck, the extractor is not grabbing it.  The kit runs 100% with a Ciener 10 rnd mag.  

Has anyone else had this problem?  What can I do to fix it?

I have noticed the same thing in my brand new kit. I just fire the round and it comes out fine.

Same here.
ETA: Only with Rem GB so far... But with their bullet dia they don't even go into battery. CCI works 100% and I think Fed bulk would too.

The extractor spring seems weak.
I shouldn't affect live fire though, because it wont have the bullet creating resistance and the gas pressure will force the casing out. (Most of the time, a .22LR doesn't actually need an extractor)

If you have enough fingernail on your thumb, you can use it to press on the extractor as you retract the bolt.

My Ciener units extract live rounds - no problem.

I've read that some extractors need a little tweaking to work okay.

Same problem here. I took my extractor out, which was kind of a pain, and polished it up, cleaned out the groove it travels in with emery cloth, etc. Then I sharpened up the claw part with a small file. It's better, but still not 100%. When firing, it's fine. Manually cycling rounds, not quite there yet. Check the sharpness of the claw on the extractor, mine was really rounded off, I looked at another one in a shop and it was more pointy. By sharpness I mean whether or not it comes to a point on the end or is rounded off.

I'm hoping somebody starts making some decent replacement parts soon.

I'll bet if you watch the extractor through the ejection port as you slowly chamber a round, you'll see the extractor pivot outwards and loosing contact with the rim.  I've cured mine by filing off the hump on the forward face of the extractor so this is not as pronounced.

While the case will certainly leave the chamber without the extractor, the extractor is quite necessary in this case for reliable ejection.  It forms the pivot point when the ejector hits the case to correctly flip out the ejection port.

My AC556 does the same thing, though if I let it (the bolt) go back forward into battery and pull again it will pull the round out.  It's not the spring, plunger or extractor, as I've replaced all of those a couple of times.
