My Ciener runs fine during normal operation, but won't extract unfired cases. The extractor is just not grabbing the rim of the case unless it's got the fired round helping it out. It's been this way from day one. Suggestions?

More information needed.  

What brand/type of ammunition does this occur with?  

Does the extractor spring have any tension, or does the extractor seem loose and just flop around? (Broken/missing spring)

As far as ammuntion goes, CCI MiniMags are the "Gold Standard" for the Ciener kits, as well as many other .22's.  Try those if possible.

I guess I wasn't very clear, need more coffee.

When firing, the rounds extract/eject and it runs fine. No failures to extract, eject, feed, whatever. The extractor spring seems OK.

If I chamber a round, and don't fire it or by some odd chance it doesn't fire, and I cycle the action by hand, the extractor doesn't grab the case and the round won't extract/eject. All other 22 rifles I've had will extract/eject an unfired round when you cycle the action by hand, this one won't.
