What is the RRA 9mm Stock Spacer #9mm0073 used for?  I have heard people talk about limiting the bolt travel with a homemade spacer.  Is that the same idea?  Is it just placed inside the buffer tube to limit the bolt travelling as far rearward?  Am I wrong and it is for something totally different?  Just did not know and was querious.

Not sure but probably if your gonna use rife stock, since 9mm buffer is carbine length

Correct.  
If you use a fixed stock with a rifle extension and the CAR lenght 9mm buffer you need the spacer.  
But a Rifle Buffer and 9mm buffer weigh the same, so you don't need the 9mm buffer if you use a fixed stock.
