Will the Ceiner kit work with a 9MM upper with the short door?

No,

The Ciener kit fits into the .223/5.56 chamber, not a 9mm.   Furthermore the 22LR round needs a .22 barrel (either dedicated 22LR or the make-do of a .224).  To get this to work you would have to fashion your own chamber/barrel insert.

Sorry I didnt make myself clear. I have Kuehl upper but I want to change it to a Flat top with no forward asst. But with the short 9mm port cover and brass deflector.

You'd probably want to shoot Kuehl an e-mail, they'd be the expert at that swap.

My only thought would be the difference in the position of the "bump" to open the port cover may not be in the right position between the Ceiner bolt and the 9mm bolt.

If the Ceiner works in the .223 upper, it will work in the 9mm upper (with a .22 or .223 barrel ofcourse). The 9mm port door is just a shortened .223 port door....it SHOULD work just fine.

I can check tonight and function by hand....it's too damn cold to go shoot....it's -25 right now....
