You didn't mention what your requirements are.
Ciener is the only way to go for high capacity - 30 rounds.
I am not familiar with the Fulton armory setup.
I have a Kuehl barrel and like it a lot.  He makes a nice M4 setup.  Below is a pic of the barrel.  As you can see with the Kuehl setup, you don't use the chamber adapter - you have a true 22LR chamber.  I know KKF used to do this but most his setups still use the chamber adapter.

The pic below is of my setup with a Gemtech Hornet sound suppressor mounted.

DPMS has a new .22 dedicated upper that sounds like it will be awesome.  I have a couple on order, but lead times are 10+ weeks.

No Ceiner kit is needed, as it is a complete upper.  I believe it was 1x12 or 1x14.

Brownells sells a Keuhl's upper. The dedicated 22RF M4 style upper Kurt built for me used a 1:16, 22 RF bore barrel. Worked great and was very accurate.

Also I was told that the DPMS uppers do not accept Ciener mags so if you get one you will be limited to 10 rounds if that is important to you.
