I have a Rock River NM A4. Was wondering what the torque is on the screws that hold the carry handle in place. I want to install a scope and try some precision bench rest shooting  and remove and install the carry handle when I use it to compete in High power matches.

Simply "snug", or firm finger-tight..  I'm sure there is a technical-manual "spec" for it but snug covers it just fine.  If you really want to, use a quarter.  That's what the "scalloped" long-notch in the pair of knobs is there for.  Good luck.

I'd say just "snug"on those handle screws is about right, tight but not excessively so. I never saw a tightening spec on these so shoot and then check. If they loosen a bit tighten again.  If you always expect to shoot with the handle on use a drop of blue thread locker on the threads before tightening. That will keep them from loosening up.

If you want an exact number 14-20 inch-pounds.

Standard torque for a 1/4-28, which is about what you get if you "snug-up" with the knobs...

I have had them work loose when tightening them with a coin. I take a large flat-bladed screwdriver and tighten them as much as I can.
