I assembled a lower today with a colt a2 stock. The buffer was not complete round, rather it had 3 notches in it? Is this normal and should the buffer face be clocked one way or another?

Those flat areas help in removing/installing the buffer past the retaining detent.
When you insert the buffer into the tube, line up one of the flats to get it to go over the detent easier.

The buffer originally was round in the beginning, but it was found to trap dirt/debris; therefore was redesigned with those flats to help clear out the lower receiver extension.
