What would be the higher quality, smarter buy, a new Ruger AR556 or M&P Sport, or this:
PSA KIT
on my stripped lower?

I just realized  I put this in A2 section, can the admin move it please?

If you already have a striped Lower, I'd suggest the PSA Kit.

You can't go wrong with their CHF Barrels.  But. I'm partial to the CHF Barrels myself.

Personally, id spend a bit more and get a BCM upper with either a standard barrel or BFH barrel, and get a psa complete lower

I've used 2 PSA lower kits already, they are good to go.

Why do you recommend the BCM over the PSA CHT?

psa is good, only issue I had was a canted fsb, but I sold it. my sbr is all psa and never had issue. just done buy hesse/blackthorne.

I can't believe Vulcan/Hesse/Blackthorne or whatever they are calling themselves is still in business. They are well known for their poor quality, and never get any positive press from anyone, it's amazing they can stay afloat with all the companies out now producing quality parts kits at competitive prices.
