I am looking to either make or buy a Colt 20" A2 rifle in 5.56 with the 1/7 twist with bayo lug,. 0.154 FCG pins and standard push pins (not the oversized front pin).  

I cannot seem to find one.  I know I can buy a FN upper and mate it with a bottom of my choice, but I did not know if there was a Colt out there that fit this criteria.  What about the AR-15's that were called the Government A2?  Are the FCG pins .154 or the larger ones?  

Basically a M16a2 clone 20"

There are Colt made upper receivers for the A2 available with the small pivot pin.  I am not entirely sure that there are  non FA Colt lowers out there with the small pivot pins.

I believe the MT6601C has the standard sized pins and this point. You could get one of them and then buy a colt m16 barrel and swap the barrel out.

I was looking for a 5.56.  I thought you can fire .223 out of a 5.56 camber but not a 5.56 in a .223 chamber.

I think the barrel is chambered in 5.56 but I was saying replace the barrel. The barrel is a h-bar instead of the standard government profile. It also has a comp on it instead of an a2 flash hider.

Sells 1/7 twist colt m16 barrels for like 230 bucks. Buy the complete rifle, a barrel, and cruch washer and a2 flash hider. Replace the h-bar barrel with the government profile barrel and sell the brand new barrel to help offset the extra costs.

I don't like to recommend them as they generally seem to be very expensive. For right under 900 bucks they have new in wrapper colt m16 a2 uppers. I don't know if that has the bcg in it or not. You could get one of those uppers and add it to any lower. Since you wanted a colt I'd buy a complete colt rifle and just sell the upper and put that one on. A few places sell just the lowers but generally for the price many of them charge you could find a complete rifle and sell the upper and come out ahead. Add an a2 stock and call it a day.

Why can't Colt just make what I want LOL.  I want a retro Vietnam rifle and I already vented about that earlier this year..

Well what about an A2 or a flat top Government 20" 1/7 barrel with the 154 FCG pins with A2 flash hider.  Seems pretty simple to me. INCREDIBLY SIMPLE!    I could be wrong as Shawn likes to point out, but I would have to think there is a market for the Military clones 20" rifles.

I want to say specialized armament had asked on here about having colt do a custom run of flat top 20 inch rifles. They were asking about that and a flat top 9mm. Don't know if they ever got the interest to do an order. I have seen a few colt m16 a4 uppers hit the market as well.

You do have a few vendors that are working in the retro area. Nodak sells a bunch of retro uppers and lowers for instance.

Honestly if you want a quality a2 for a fair price find one of the fn uppers. Put it on a lower of your choice. I know it isn't what you where looking for but it will be a good bit cheaper. That or the colt with the replacement barrel I recommended.
