I recently purchased a Sig 516 upper and before I took it to the range for the first time, I tore it down and cleaned everything.  I found the face of the bolt looked like Sig went crazy test firing it due to carbon buildup and brass shavings.  Does anyone know if this is normal factory wear or a little excessive.  The BCG also showed wear and tear.

Really, carbon buildup on a piston upper?

Yes, carbon in a piston upper.  The forward-located piston just limits how much carbon gets to the bolt, it can't prevent all of it.  My 716 gets a little dirty in the bolt area too.

Further, with a new gun, it's possible that many parts weren't completely settled in when it was test fired, allowing more than typical amounts of gunk to get into the bolt area.  And brand new bolts tend to get all manner of brass scraped off onto them by the sharp edges of all the bolt parts.

One wipe from a cleaning patch was jet black with chunks.

Sig probably did you a solid as my 716 had feeding issues with cheap Winchester white box 7.62x51 ammo until about 240 rounds were through the pipe. Maybe they are testing a little more thoroughly now?
