I noticed after shooting my first mag thru my new AR that there are "half circle" marks on the buffer.

Kinda blurry but hopefully you can make them out

I also noticed that the BCG had a "cross hatched mill mark" on roughly half of the back end

It is an Adams Arms kit/upper reciever and a heavy buffer. No FTE's or miss fires.

Is this an issue or just acceptable wear marks?

Should I file down the inside diameter of the bolt which feels "burrish" and what I think is the culprit?

leave it alone. it's not an issue.

I use an india stone on the end of my BCs.
With light pressure and patience, the burr is knocked off without removing too much phosphate from the non-offending regions.
Rub a little oil into it to prevent corrosion ad they were GTG.
Some of my buffers were getting beat up until I did this.

But that's just me.

It is normal. The BCG slams into the buffer during contact.
