No source on "official" Colts.

Nodak Spud, McKay Industries, and Brownells (NDS forgings) are the only source for commercial A1 lowers.

Nodak being the best and highest quality.

Unfortunately all of them have waiting times.

I was thinking along the lines of a Colt part number for the A1 lower related to the planned Colt retro rifles. Will they make a lower receiver as a replacement part eventually?

Answer, Probably not. And if there were spares they would cost the equivalent of two or three Nodak lowers.

I was hoping with the reproduction rifles coming out the receivers would become available through whoever is contracting them.
I'll check out the Nodaks

Colt never made a civilian rifle with an A1 style lower -- the lowers on SP1's were always no-fence with a different front pivot pin (screw actually) than their military counterparts and in many ways closer to the original 601s. Not like now where semi-auto 6920s are marked "M4 Carbine".

For the price that Colt is going to ask for the rifle, I wouldn't expect them to come out at a decent price, if at all.

You best bet is to buy a NDS-51 80% M16A1 style Retro Lower, have Braceman (John Brace) engrave it with all of the correct Colt info, mill it out, and then have HKILLER (Sergio) anodize it.
