can anyone help me identify this upper . It seems that all the other C7 uppers i have google imaged there is more room between the top of the windage dial and the handle. I got it with an old PWA stripped lower and was told that both upper and lower are PWA. However I can not find where PWA made a C7 type upper.

You are right about where the windage dial is. This is usually more room above it than there is on yours. I did find another upper like yours that was indicated to be a PWA. That type of C7 upper is the only one I have seen made that way. All the others I have seen look like this....
