Well that adds a wrinkle. All I could find for pics of The AR-10B did not show the charging handle out of the upper.
It's definitely not that one then. If it adds any to the mystery, my parts lot also included some parts for an AR-180C that never went into production. Posted about it on my blog. AR-180C Parts in the Wild |

Help me Obi-Wan, you are my only hope! Its a Sudanese pattern charging handle, not original but a very nice reproduction. On the originals the trigger was hand finished to ease the edges, they show file marks under the anodizing. The edges are still sharp on this one, but as I said a pretty nice copy. |
