Surely Colt didn't machine-off the mag release guard on every Sporter lower they made. The tool marks are where they crudely filled in the forging die to create the flat-side lower out of a A1 die-set. Just like they didn't machine-off the stops for the selector lever one at a time.  They just partially filled in the cavities so that the bumps are vestigal in the dies.

Colt just used up their supply of the original very early lower receiver forgings (they did not have the reinforcements, mag fence, etc..) on the old slab sided sporters, when they ran out they switched to the upgraded lower.
I am sure someone with more info on the subject will chime in shortly.

I bought my SP1 in 1987 and it is slick sided without the magazine release fence around the button.  I really did not notice this until I recently put together a EA lower and used my old Colt SP1 as a comparison to make sure I was putting every piece where it should be.
