I have been searching for the past hour trying to find out an answer with no luck.
I have a stripped lower that has never been assembled, am i able to use this for a pistol build?
I do not need a tax stamp for the upper, correct?

How do  have the purchase the barrel or upper, when the mfg's state all nfa rules appy?

Might try searching some more, there are tons of similar post.
As long as you have a virgin lower that has NEVER been assembled as a rifle then simply buy the upper and barrel you want. NFA rules are more if you place a stock on it.

Do you know under what title your lower was transferred to you? In other words was the lower transferred to you under the title of "rifle", "pistol" or "other"?

As long as it was transferred to you as "other" or even "pistol" then you're good to go. You can't assemble a pistol using a rifle lower. AR Pistols are not regulated by the NFA.

ONLY the lower receiver must be transferred. The rest is parts. You can order uppers, barrels, fully assembled uppers and all that stuff online and have it shipped/mailed straight to your home.

Just know your local laws.

RandyStacyE is mostly correct, but you can use a rifle lower if it has never been built out.
OP read the link below, you are able to build with your stripped lower if it has never had a rifle barreled action attached to it which would make it a complete rifle.
